We present the characters of the modelization and implementation of an Information and Communication System for civil crisis management. We take into account, in the management of the domain knowledge, the opinions and intentions of the different actors exchanging information.
We introduce the notion of communication act in order to represent the value and the meaning of the exchanged information between the decision makers. We use a modelisation based on dynamic multiagent systems which have the capability of self-modification and self-generation according to the characteristics of exchanged information.
